The Smart Regulation Communication followed a long tradition of the European Commission, which started with the 2001 White Paper on Governance and the 2002 communication on Better Lawmaking. It aimed at improving the whole ‘policy circle’ of EU legislation: to open consultations before drafting a legislative proposal, to work on simplification of existing legislation and administrative burden reduction, and to put an emphasis on doing regular impact assessments.
